Japs only play on 3v3 because, surprise, it's the only ranked Singles ladder. And even the individual battle requests to passerbys only allow 6v6 if you include Ubers. You can't honestly tell me that you think a 6v6 ladder on Doubles/Singles would be less popular than shit like Rotation and Triples. People like singles so much there are fanmade metas that have sprung up around it, and they all focus on 6v6.
Anecdotal, but most of the challenges I get from friends/passerbys are 6v6, and the only time I ever faced someone with Ubers was during an unrestricted match (which I was severely underleveled for anyways).
