Yeah? And in gen 2 Lances team as only half made up of dragons but he was supposed to be a dragon user. Its not really a big deal.

Only Volkner in D/P and Clair as of giving her a Gyarados in HG/SS for some flipping reason. All other gym leaders do not violate their type at all.

Jigglypuff? It's still part Normal. The Gym would have to be redesigned to look like a Jigglypuff or something.

Alternatively, she could just use Clefairy anyway-- her signature is Miltank, after all.

D/P Candice too. I think she uses a Medicham. You can chalk that up to bad Pokemon selection in the original D/P (like Flint and his amazing Fire type team that only had two actual Fire types). As for Clair, I... really don't know. But three Dragonairs is a little excessive.

It was a creative approach to a dex that didn't have many fire-types and it's a little more fun than just steamrolling a Gym Leader with one/two pokemon with type advantages not a great example since Flint was pretty easy, but you get the idea

I think more than anything she would get retconned into a fairy gym leader. Her gym is shaped like a clefairy and her gym trainers have clefairy and snubbull. Not sure what they would do about Miltank, though.

All normal Johto mon who'd serve as fine replacements for a secondary mon. Half the problem with Johto mon were that they poorly represented
