Lance and Blue both lost to Red.
Wallace only became Champion as a favor to Steven. Meanwhile, Steven always put alot of his focus into rock collecting then training for battles.
Alder lost to N and constantly comments about the "new age of trainers" he's probably weaker then Iris, much less the other champions.
Iris is a child prodigy but comes off as too young and inexperienced to truly be the best of the best.
Finally Diantha has the same problem Steven does. Too much focus on her second career (Acting) and not constantly focused on Pokeon battles.
This leaves Red and Cynthia as the only two who have never canonically lost outside of PWT, has experience in battling, and has dedicated their entire life to training. (ok, Cynthia may or may not have a second hobby of seducing pre-teen girls but that probably takes less time out of her schedule then making an entire movie does.)
