It has basically the same characters, it tells the same story in a little different way and Satoshi Tajiri stated that its the closest to what he imagined Pokémon world to be.
It may be the same continuity or not, that's just disputable. No official statement was given proving or disproving it, but Satoshi Tajiri's words suggests it may be the same. Creating shitload of continuities for similar thing is just plain dumb and is not a better solution.
