I get trying to draw hyper realistic Pokemon, and I get trying to draw weird fusions, but a fusion of Blastoise and Magneton wouldn't really look like that, all other factors aside. The Blastoise with Magneton's eye is creepy enough, but the drawn out version loses that creepyness for a more intimidating factor. They may have very well just used that random Pokemon generator website and drawn something based off of that outcome.
