With EXTREMELY few exceptions (RBY Mewtwo notably) almost everything in pokemon has a counter. Usually several.
The problem is not uncounterable strategies. Everyone knows there are counters, and that they could use those counters.
The problem is that if these things were unbanned, every single team would need to run those counters, leading to extreme over centralization of the meta where every team runs 5 counter pokemon in case of some ridiculously irritating strategy and pokemon battles come down to "can I kill the enemy's counter to my bullshit strategy before he kills mine."
