Promote him in what, exactly? Koga never had much exposure in the anime, games, or promotional materials, and it's been a long time since HGSS was new. Am I missing something?

Oh, that. I dunno. I guess the guys at Game Freak wanted to make a cute little girl ninja gym leader, but decided to keep Koga instead of replacing him entirely. I like that he stuck around. Not much love for Poison-types in Pokemon games.
