I feel comparing some of the designs to digimon best describes them, Blastoise's cannons certainly make it a contender but it's by no means one of the worst.
And besides, as I said, I think Gen 2 and 3 pokemon are the best. All generations have pokemon that lack imagination (grimer, carbink, etc) or are just needlessly complicated (rhyperior, barbaracle) but I think 2 and 3 have the lowest numbers of these.
