More pokemon like Keldeo, Manaphy, and Heatran are not.
Legendaries should have a story to them. Portions of the game should hype them up a little bit, so when you find them, you get excited!
Gen 1 did this with mewtwo. The birds were a little abritrary and I dont know if they deserve legendary status
Gen 2 did it better with the birds and the dogs. It's one of the first towns you visit that you encounter/hear about them, and Ho-Oh was hyped up in the anime in what, the second episode? And you heard about Celebi from the forest.
Gen 3 had the fucking apocalypse raining down on you. The regis were a lot like the legendary birds, AKA take them or leave them. But Deoxys was dumb. The beginning of an era of stupid bullshit.
The creation contradict earlier canon, but I can forgive that, since the games treated them like legendaries. They're good.
Then the lake guardians came along and it was like "hey here's more legendaries! Aren't legendaries cool?"
The Lunar Duo were like Deoxys. They didnt matter in the games at all. Same with Manaphy. Phione didn't even get a mention in the movie.
Heatran and Regigigas didn't even get fucking movies. It was like "Hey, here's these two pokemon. One of them is the king of the regis and they make cameos in these other movies"
Arceus created the universe. I can accept that a pokemon can create the universe. I cannot accept that the pokemon that created the universe has an avatar that will listen to a ten year old and is weaker than a mewtwo that ate a dumb rock. But these are minor quibbles. It's ok.
The genies and three musketeers are awful designs, and the genies didn't even get a fucking cameo in a movie. Even the box art legendaries of gen V were really poorly designed and are hopefully GF's last attempt at putting philosophy in a pokemon game.
tl;dr Legendary Pokemon should be LEGENDARY.
