The order of damage resolution is consistent though. It is one of the advantages of rough skin/iron barbs/rocky helmet, you have a final defense against attacks (getting the KO first in damage resolution). If you really think it is that bullshit or retarded, go run a Ferrothorn/Garchomp/Druddigon/Sharpedo/x/x team and abuse it.

The way I see it is this:
>Bisharp attacks Garchomp with Sucker Punch.
This attack, and the damage done (which is shown to us) goes on the stack.
>In response to the attack doing physical damage, Rough Skin activates.
This ability, and the damage done, goes on the stack on top of the attack damage from Bisharp to Garchomp.

Stack resolves from top to bottom, rough skin KO is registered first, Garchomp faints. Then Sucker Punch damage is properly registered, Bisharp faints.

I'm surprised that's the case. I know that when explosion, destiny bond etc. end the match in a would-be-tie, the user of the move loses, and the fainting animations happen in the order that reflects that. I assumed that would be the case for everything.

That rule specifically occurs to stop abuse of explosion on the last pokemon, the reason that it was always historically explained was that it goes against the stack logic (using stack resolution, the pokemon that used explosion would faint last and so the person who had that pokemon would win).
Explosion style moves are meant to be the exception to stack resolution, not the rule.

The pokémon who caused recoil is the one who wins, except in case of self-ko moves.

Who has the ability, move or item who caused the tie is the winner. Oh, your LO Smogonbird used Brave Bird to kill my Rough Skin Helmet Chomp? let's see the order it happens...

If Talon dies to any of the first two, it loses. If it dies to any of the latter two, it wins.
