Create one MOVE that causes as much unrest in the current meta as possible without making anything absurdly overpowered.

Introduce a rock type priority move.

Status effect that reverses the Priority on all moves. Rendering Protect/Detect pointless, shutting down smogonsword and smogonbird to an extent, making Switch-out moves insane and making trick rooms go first (double/triple battle potential, obviously).

How about you people get creative instead of just Stealth rock in a different type and prio rock attacks?

Wrong.
FP's charge has +6 priority making it start at the beginning of the turn giving it more opportunities to be disrupted
the actual attack gets -3 prioirty

At -6 it would charge at the very end of the turn and then hit with +3 priority

These are really good. The first one would make battles so unpredictable. The third one would make hazards much MUCH riskier to run, which would hopefully make them less common. And of course the freezing thing needs to happen. I also think it'd be cool to add another Ice Beam / Thunderbolt / Flamethrower / Sludge Wave move but with a 10% chance of sleep. Same with the BP 110 Acc 70 moves.

Fairy/Poison type mon. It has high defense and meh special defense. It can deploy all hazards and spin. It has enough offensive presence so it can still spam moonblast. It's basically stall's best friend and a shoein for most teams. However, it's ability automatically sets up Wonder Room for 5 turns or if Wonder Room is up, turns it off.

Move that is like Draco Meteor, but calculates using your Defense stat instead of attacking stats and lowers your defense 2 stages. Basically a really high powered move for mons with high defenses.

Imagine Shuckle, Steelix, or Mega Aggron hitting like a nuke. Since they are slow, you go last and the effects of the stat lowering aren't felt and you just switch out after destroying something.

Move that reverses the effect of all abilities, lasts 5 turns. Sandstream stops Sandstorms now, Cloud Nine creates a random weather effect, Blaze weakens Fire moves, Wonder Guard only allows NVE hits, etc.

A damaging priority move (+1 normally) that hurts an opponent before it can switch for the turn by walling them in with flames.

Works kinda like Pursuit if the target switches. Always 40 bp though. Fire type special attack. 90% accuracy. Fire finally has a priority attack with a bonus. Lower accuracy and no damage bonus like Pursuit to make up for normal +1 priority.

It's like a death penalty for x4 weak to fire mons. CharY will most likely get banned if it gets it because of auto-sun letting it OHKO lots of x2 fire weak mons and they can't even switch out.

A rock type recovery move that involves eating or absorbing rocks (and whatever spikes are made of). Clears hazards on your field and the health recovered is dependent on what hazards there are. I wanted to make it like those weather dependent moves (25% - 50% - 75% recovery)

25% health recovery normally. If SR is up, adds 25% more recover. If spikes are up, add another 25% recovery. 75% max recovery.

Would give a nice niche for some rock types. Just make sure Tyranitar doesn't get it since that will just raise its usage more and not make other rock types popular. Give it to Aggron for sure though.

BUT WAIT! Levitate is reveresed during inverseroom, so Levitate now prevents all non-ground damage.

A move that reverses all stat buffs for 5 turns. So Sword Dance would be +2 attack normally, but -2 while it's in effect. It's +2 again when it wears off.
Sword Dancing while it's in effect will get you to +4, but will be treated as -4.
