If he crits would still do *2 damage he might be, but he's simply too weak with just doing *1,5 damage, so no.

No, it's too slow and too frail to actually do anything useful

It needs an evolution, and I mean a real one that can still take advantage of the stick, not a shitty mega evolution. Seriously, its stats are about on par with a first stage starter.

Super Luck would make him broken with Stick because then ANY of his moves would be 100% crit everytime.

Sniper would work but no because GF is complete shit.

Even with 100% crits on every move he would be far from broken. I say just give him a better stick. +2 Crit Rate AND *2 damage. Even with this he wouldn't be too good, but you could probably use him as a gimmick.
