They could easily tier based on ability, as those are directly counted in their usage stats already. Blaze Blaziken probably still wouldn't see much use in OU, but meets the threshold of UU/RU? Fine, it would be in that tier then.
There probably wouldn't be that much more suspect tests, as most things should balance themselves out based on usage. Would be a bit more unwieldy than doing at on a per-species base though.
