Yes Wallace and Diantha are stronger, Blue has 1 good Pokémon and that is Alakazam.

Much better as a Gym Leader, both as a trainer and as a person.

What they should have done is randomized his party to have one starter per battle.

So one day he has a Charizard, and another day he has a Venusaur, etc., etc. And his party can be altered to accommodate for each. It would have added a small layer of difficulty, since you wouldn't be able to predict his party beforehand.
