Here's how it'd go with a Pinsirite/Charizardite suspect test:

-a bunch of good players get suspect reqs
-they vote to not ban it because they're powerful but not broken or hard to handle, like Mega Luke or MILF were

Mega Zard and Pinsir are just not OP, it's that simple. People in their viability ranking thread are even talking about dropping them to A+.

Latios doesn't do much that LO Latios can't.
Latias has crazy bulk and smogon mods love stall too much to ban it. It's not broken though (if it was that rumored Fairy/Dragon w/ Multiscale then maybe, but it's not.)

Yes and its Mega Stone is the best item to use for it.
There are several options where the substitute is very handy. For example your opponents excpects an EQ and switches to Rotom-W or antyxhing else that walls EQ. Now you can hit it hard with Dragon Claw/Outrage or set up an SDand even check if its faster than your Garchomp and react accordingly.
