31 is the maximum IV value you can get, it means your stats will be maxed out basically. In the case of Gyarados you need either a 6IV Ditto or parents with 31 IVs that belong in the Water 2 or Dragon Egg Groups.

Exactly, take it from 20 to 31. Certain items called Power Items guarantee an IV being inherited. For instance, the Power Anklet guarantees the parent holding it will pass down their Speed IV to the offspring. The Destiny Knot can be used later on once you've got more than two perfect (31) IVs. Another thing you might want to look into is the nature. Gyarados in particular is quite versatile, it all depends on what set you're planning or how you want to use it.

Keep in mind, Sableye is the slowest prankster around. You're better off countering for opposing Sableye as well as other Pranksters than worrying about its speed, imho. Using Taunt on an opposing Prankster almost guarantees losing your survivability on Sableye because you're going to get Paralyzed, Poisoned, Burned or even Safeguarded against so your opponent can freely switch out and put your team on the defensive.

Depending on the IV, that's actually one of the best outcomes. The higher a pokemon's base stat in a given stat, the less the IV matters.

I spent a long time hatching a shiny Scizor with an 11 in Attack. At level 50, that means it only hits 2-3% less hard.

Even so, Speed isn't a useless stat just because you get priority on the majority of your moves. People don't breed Brave Gale Wings Talonflame, they breed them Adamant. It boosts a stat they want boosted and lowers a useless stat. Calm on Sableye boosts a desired stat and lowers a stat that your opponent can use against you. I really don't see why you'd opt to make something slower when there are other stats that can be lowered.

I have a shiny chansey with Wish I think its got decent IVs.
Some one was giving them away a month or two ago, so it is most likely genned or at least cloned.
Also when gen 1 first came out I went to the pokemon championships and got knocked out first round by a guy with a chansey so I fecking hate it. But a free shiny is always good!

On a more serious note, I'd much rather keep the Suicune for the giveaway I do later on, as that way it feels like it's more just and fair, the winner determined by luck and random numbers and whatnot, rather than rewarding those who're more competitive than the other hunters here. The Suicune isn't even that great, it's probably SR'd from HGSS, but I figured it might be incentive enough to attract more players should we need them in a tournament.

You are correct, Egg Cycles are the same length. But Einar means the AMOUNT of Egg Cycles until hatching.

I'd check the Bug-types, they usually have low hatch rates.

My personal reccomendation here is to attempt to breed mons who can live by without their HA, like say Sceptile or Garchomp. Of course it'd be superior, but if you hatch one you won't feel like killing yourself.
