They tried to push him as the next Lucario, but it failed, hence why they abandoned Zoroark and went back to promoting Lucario.

Game freak never pushed zoroark. all they did was give him some spot light. they never really forced it.

Zoroark is still fairly popular amongst kids. No Lucario, but few Pokemon are.
