IIRC Chansey takes hits better on both sides. But Blissey is less fucked by Knock Off and passes slightly better Wishes. Really it just depends on what your team needs.

Also I forgot, another advantage of Blissey is that it can use things other than Seismic Toss to actually attack because it has usable sp.atk compared to Chansey. I use Flamethrower on mine sometimes.

Gotta agree with this. A lot of people don't see the random flamethrower coming and you can get a decent SE on some stuff.
