Because my dear Frodo,
When Pupitar evolves into Shelgon it needs to keep its new shell for its "Metamorphose" stage while it slowly gets ready to begin its final form.

If it were to Shell Smash, it would lose it's only protection and ability to slowly morph thus fail to evolve into tyranitar.

Because Mega Tyranitar has 100/94/120 bulk after a Smash.

Typo aside, Pupitar's limbs are fully developed inside of that shell. Its survivability wouldn't be nearly as compromised as, say, Cloyster's should be by using the move.
