Torterra can tank either ones best attacks once (Too bad Infernape doesn't learn Fire Blast) and KO Infernape with Earthquake 100% of the time but there is only an 8.7% of KOing Empoleon if it hasn't taken any prior damage (Since they are both hit by the same Quake).
If Infernape attacks Empoleon first that means they both die from Torterra, if it attacks Torterra there is a chance Empoleon survives the attack and then finishes Torterra.
However if they both attack Torterra, it can't actually tank both attacks and has a very high chance of fainting right there, after that Infernape KOs Empoleon using Close Combat 100% of the time if it has a beneficial Nature, otherwise Empoleon may survive and KO Infernape with Hydro pump or a combination of Bubblebeam and Aqua jet (uff...)
But that's not taking into account the use of different moves like Growl, Swagger, etc...
