In the RBY text dump there are some unused lines of dialogue:
"SILPH's manager
is hiding in the
SAFARI ZONE."
this should belong to the guy always sitting on the couch in Pokémon centers, since it's near his other dialogues, but they are not in the game, since no one mention a Silph's manager hidden in the Safari. If you remember, there is a Hidden House with Surf there, but the Safari Zone is totally unrelated to Silph. Probably the plot was different here, because originally there was an "evil" Silph's Chief (there is an unused trainer class), so maybe there was a quest for finding its manager there. The fact that the Hidden House is full of machinery without reason could be a hint.

If you check in the game, there are 10 binoculars in total in the Gate Houses, but this belong to an 11th one, unused.
