And Celebi could have helped out in the Hoenn crisis without bringing everyone back that died. What was the point of bringing them back other than to throw them a bone and not have them lose loved ones.
All Celebi really did in GSC was be mysterious and then ended up caught. it could have still been mysterious if it orchestrated the events in the background, but it ended up getting surprised and caught by Pryce (who it honestly should see coming if it can see Johto and Sinnoh being wiped out by the Rocket Admins), which basically would have ruined the timeline had Gold not released Celebi.
I mean, the only other explanation I can think of for Celebi not being involved at all is if it was like Arceus and either didn't trust humans or was disappointed in them and Gold inspired it to actually get involved and do some shit to help.
I mean, I can kinda understand not fucking with the time stream, but Celebi has been all over the place messing with shit. At the very least it should have tried getting the message across that Pryce really needed to be stopped unless it just figured Blue/Silver knew enough to thwart Pryce despite not knowing much of the keys to his plans besides "feathers" and "control time".
Hell, Blue even sent Silver to Ilex to get him away from the fight, which put him right next to Celebi where the fight was happening.
I think the ending had them writing themselves in a bit of a corner. They needed to redeem their horribly evil villain, and they fucked it up.
