I mean sableye is annoying, but it doesn't have any ban-worthy traits, especially in a tier with powerful special attackers like shaymin/raikou/kyurem running the show

Aromatisse isn't worse than Florges in any way, the type is the same and the movepool is even better than Florges' one, the bulk is very similar, where Aromatisse loses Sp.Def it gains more points in Def and HP. Does also have a permanent Mental Herb ability in form of Aroma Veil, you can't Taunt or Encore it and this allows it to pass wishes and heal or abuse status moves in general. In short Sableye has not only a counter that isn't an obscure Pokèmon from the never ever used tiers but something tha can fit every team from stall ones to offensive ones passing through balanced and Trick Room ones.

Every fucking Fire Pokémon destroys it, especially the physical ones except the shitmons. Was like that in BW2 OU and UU, nothing has really changed since. You can slap some Scald users with regen too, Alomomola, Slowking since Sableyed doesn't usually invest in attaxk even with Knock Off, the comes the Tangrowth and the rest of the solid Pokèmon, Sableye isn't that kind of overpowered or extremely annoying Pokémon how some people love to describe it, it's actually mediocre and decent its own only niche role.

TR means the move Trick Room. Trick Room makes it so that slower Pokemon go first for five turns. RU is full of slow Pokemon, so Trick Room and teams built around it are very common in RU.
