I recommend either Friend Safari or baby mons to start, since both are guaranteed 3ivs at least. Grab a bundle of those, get two parents that have no overlapping IVs, and breed them until you hatch one with better. Switch out, rinse and repeat. Once you've gotten your first 6iv, you can just cycle through egg groups and have one for every group. Fairly simple, if time consuming.
Dittos are faster, of course, but the above is the legitimate alternative.
