Lucario's was NOT introduced as a Final Smash, and the way his intro was worded sounded like it was an extension of the Aura mechanic if anything. There was also no aura, no glowing eyes and no darkened background.
That's all conjecture, though, because some transformation FS's don't have darkened backgrounds or the Smash aura.
Charizard's seemed to have a darkened background at the Mario Galaxy stage, though. It's really hard to say, though, because that stage is naturally darker.
Also, if Charizards had a darkened background, it'd imply that Charizards was a FS, but Lucarios was not, as there'd be that inconsistency.
Long story short, we don't know, but itd be badass if they were new mechanics and not Final Smashes.
