Honestly, it's pretty close. I'd go for Tyranitar just because it has the most team support (just because it's a weather setter) and can feasibly run special or physical, fast or bulky, or often mixed. I mostly play doubles, though. I think Scarftar is less of a thing in singles?
Salamence, Garchomp, and Hydreigon are all powerful attackers with a bunch of options, Dragonite gets that beautiful scale+boost combo, and Goodra has nice bulk, while Metagross settles for 'not as bad as people act', but Tyranitar always seemed the most versatile and always relevant in any team.
