WHERE THE FUCK IS THE AUTHORITIES?!

There's a terrorist group out there doing some crimes like hostage sitiations, theft and frauds. Yet, there's no army, not even a single police officer anywhere to be seen. Only a random trainer with his/her pokemon can stop the criminals. What kind of fucked up security system is that?
