The so called "council", who are supposed to be amongst the best players, are the same people who, god knows why, didn't want to ban perma rain in Gen V, leading to one of the worst metagame of the pokemon history, but they still call themselves the best and look down on you. And now, with the banning of swagger, and the nerf that they want to impose on baton pass, they are nerfing/suspecting/banning everything that is annoying to play, despite not being broken at all. They are tailoring the metagame to they taste, which is the complete opposite of making a competitive metagame. But of course..."they are truly the best" /sarcasm
