every 4 evs is one point.

assuming you are in XY, EVs aren't calculated on level up anymore, they happen as soon as they get them.

just make sure the stats are equal before the level up and you will be fine.

let me revise that, EVs still effect level ups, but any "points" missed on level up would happen right then.

you cant have lv 1 pokemon running around with 63 point stats
