What if Generation III had hypothetically been the first generation as is, with everything else afterwards being the same? Would've Pokémon be successful that way?

It's hard to say, a big part of what made pokemon so popular in the first place was less the games and more the anime. Many people still think that the games were a byproduct of the show.

No not really.

It had moderate sales in japan when green/red first game out, lackluster even. Then people found out about mew, a super duper secret. Suddenly everyone and their mum wants/buys the game.

R/S had jirachi, deoxys as well as mew to boot, it may have done even better.
