I always wondered why they used these icons instead of making sprites for each Pokemon. Couldn't have been space limitations, I did the math and making an icon for all 251 Pokemon would only take about 1/128th of the total space on the ROM.

They did it in Gen 3 where there were even more Pokemon, why not here?

Because creating these sprites would have taken them a while, especially in gen I when the technology was still pretty limited.

In gen II they could have made them but I guess they didn't think it was necessary.

Game Freak had financial issues just to release Generation I. Generation II finished Generation I and they started fresh with Generation III.
