Not only gives a lovely gift to the Bug type family but also has some sense, Masque/rain/ and its movepool and locations, and Volcarona the Sun Pokemon. Drought would perfectly replace Swarm that beside being one of the Bug type signatures doesn't really fit a mythological creature based on heat, fire and light themes, it would be like giving Torrent to Palkia or Overgrow to Virizion.
While we can debate on rightfulness or injustice about Ninetales and Politoed being weather inducers, I'd say that at least there's some loguc behind these choices with Ninetales being based on Amaterasu and Politoed costantly rappresented as supporter and performer of the dance to summon the rain in its both animations and moveset.
Totally agree for weather birds but only for their mega evo. I think they did remove Lighting Rod from Zapdos because it was out of the trio theme, they have in common the body effect theme for their HAa, two regarding the contact and the third self healing, like their opposite beasts trio with their three absorbing abilities.
