Not really. Would probably only get you the win against other Aegislashes. In the scale of things, only a very small fraction of things would be undersped with 0 and not with some other (preferably low) IV.

You generally want Aegislash to be as slow as possible because the slower it is, the longer it stays in Shield Forme before attacking and thus the longer it can take advantage of those huge defenses. It also helps quite a bit in the mirror matchup.

Absolutely not, it actually hurts you in the long run because you want to be able to outspeed stuff at the 50 speed tier and below, like Chansey, Donphan, Hippowdon, etc.

Depends on the set. Autotomize sets want the max speed, most other sets want none.
