If you played White, you're meant to get White 2. It's not "Black and White" and "Black and White 2", it's Black 2, a sequel to Black, and White 2, a sequel to White.
In Black you get Zekrom and N takes Reshiram, and vice versa in White. In Black 2 N comes back with Reshiram and you get it, so you have both legendaries.
