I'm going to start breeding some feebas with a lot of egg moves. I already have a parent with Haze, confuse ray, dragon pulse, and mirror coat with penta perfect IVs. I would just use it since it's already perfectly viable but I wanted to breed my own so I can change it' nickname at will.
I might even keep going for a HP grass/electric one to see if I like that better than haze. If you're interested in them then I'll make sure to save some for you.

Sorry for the late (and lengthy) reply. HP breeding can be difficult. Unless you're a stickler for absolute legality, I suggest getting a hacked ditto to help you out.

Wouldn't it be easier, once you find something that has 30 in the stat needed, to breed that with a penta perfect? Then use IV checker guy and only keep those that have 31 IVs in what you need and an imperfect stat in what you need to be 30 or 0?
Then take those with the 31/x/x/31/31/31 to HP calculator guy?
I'm just trying to do this as quickly as possible and that seems like it might be quicker than checking them all at battle institute every time. This is actually my first time in a long time trying to breed for specific IVs so I'm just trying to make it easier on myself.

I have a pentaperfect tangela already, now the trick is to get the two stats I need down to 30.

I feel like I would still check with the HP guy first, though, just to save you a little time. Then IV checker, then institute just to check the two non-31 IVs.
I don't actually know what the desired spreads for HP grass/electric are, so I can't help you there.. the only HP I've bred for (so far) is HP ice. But if you think you've got pokemon missing the stats that need to be less than 31, give it a shot.
I would also reccomend breeding for the right nature first, then using a parent with a good spread/right nature. It'll add some time but it'll be way better than hoping for a good nature.
HP Ice is probably easier than the others... Only defense needs to be 30, and the attack doesn't really matter as long as it's fairly low.

I should have clarified but I'm not breeding for bagons. I'm just using it as the father for the IVs. I'm trying to breed grass or electric hidden power on feebas. He doesn't need the attack. I just need to pass down the 30 SpA from the bagon and 4 perfect IVs. That attack IV doesn't matter since if the above happens then it's a 50/50 if it will be grass or electric.
