They didn't "Cheat" to get it.
It's like having the a fake charizard pokemon card, sure it's a pokemon card, but it's not as cool and is pretty much worthless.
I do however generate pokemon into my game. Then breed them out as level 1's
After breeding for the past few generations I just don't think I should have to do it every gen.
