Why did gamefreak waste the stat buffs on things that these mons are literally never gonna use?

not everything is about competitive viability.

now go back to "Create a mega thread #23432423" where you set the opposite atk stat to 5 so everything else can be boosted by 100.

Thats not what Im saying at all, they might as well invest in literally any other stat. They don't buff zam or gengars attack, or mawile or heracross' special attack, so why do they randomly do it for these ones? They might as well put them into defences or HP
