Something that outspeeds can work, but you'll need every point possible including nature. I like Jolteon.

Sucker Punch is a nice way to shut him down, especially with Mega Kanghaskan, but hypnosis will still be a problem.

Lum Berry + Safe Guard isn't a bad combo to beat him with.
