I think legendary doesn't necessarily mean rare, but rather very powerful and I guess a little rarer (yes I know some legendaries suck, but they still have high stats). I think of it like having a legendary weapon in like a shooting game or something ( I think Borderlands does that). Sure, everyone has one and they're not as rare, but they are still good. I dunno that's just my take.
