While not directly outclassed by other electric types, since it has Surf, Grass Knot and its weather abilities; Raikou, Mega Man, Zapdos, Thundurus and even Jolteon are generally more useful, either being faster, bulkier, or more powerful.
Immunity to water and ghost is just sort of nice, and is the only reason you'd use want to use it it (Solar Power sucks because sun teams suck.)
