Basically their boss descends from the original Imperial family and hates how 'corrupt' the Region has become after the last Emperor resigned. He seeks to restore the Region to its former glory, and for that he gathers a legion of followers who believe in his legitimacy.
Everyone dresses in attire that's reminiscent of armor sets used by the Region's real life counterpart warriors. The Boss himself should look completely regal and majestic, but still serious and threatening.
Commonly used Pokémon include Honedge and Golett. The Boss himself should have an Arcanine which it keeps close for being a symbol of royalty in the Region's lore.
They start the game by doing general Team mischief, but halfway through the game (and not after 7 Gym Leaders) the Boss announces himself as the Region's rightful ruler and sets himself up in the grand palace overlooking the capital. When he realises he's plundering his own country to selfishly rule over others, he exiles himself to Hoenn
