-Noibat, he's got adorable features, little tufts of fur, and can be seen looking cute while doing anything trying to be cool because it takes a hella long time to evolve him into a big bat dragon.
-Ferrothorn looking like a miner or the main guy from Spelunky. I know you're probably thinking that a tanky UFO with tentacles and spikes is the last thing to inspire "kawaii" but consider it a challenge.
And just as a side note, try to avoid eeveelutions because anyone with a functioning brain would go to do one of those instantly and there's already an oversaturation of the little fuckers. Give some other pokemon the moe spotlight.
