Adamant, 5 EV (no Sp. Attack) with Frisk or Sap Sipper.

It can take hits and has decent movepool.

You mean IVs, right? EVs are "effort values" that you gain from battles/Super Training.

About Stantler: Stantler is pretty frail Pokemon so you shouldn't waste time by using Hypnosis (and it will miss a lot because it has so low accuracy). You should replace Hypnosis with Jump Kick and Wild Charge with Return/Frustration (it makes more damage and provides a STAB move).
