You all would probably hate it. The only way you balance out 700 pokemon is the make the differences between them so little that its basically just cosmetic.

each 'mon has its own winrate.
that winrate depends on the winrate of the players who use it. A 45% player should have a 45% with that 'mon, or else it's over- or underpowered at that point. the same goes for 55% players.

of course, such statistics vary in time somewhat, and balancing is a long process, but with a large enough player base and continuous updates you can get fairly close.

Of course, in current games not every pokemon is even remotely intended to be equal.

That's been tried before, all pokemon have their stats scaled to base 600 give or take one or two points.

Prevos become fucking mortifying. Smeargle becomes the single best pokemon in the game. Munchlax the best wall.

I mean unless everything is nearly identical and boring, there's still going to be a top 50 or so that are just better or work better in the meta.

The only way to make that without making all the mons the same would be changing the battle system. Making it 3D action rpg instead of turn-based

And it just would take a time until someone finds methods to exploid mons making tiers again.
