Start catching riolu. Wild riolu always have 3 perfect IVs because they're in the undiscovered egg group.
Riolu can breed with Eevee when they evolve into lucario, so get a Lucario (with IVs in, for example, HP, Def, and Speed) and breed with a FEMALE Eevee with the right nature holding an Everstone. Give the Lucario a destiny knot, that will ensure that 5 of the baby's IVs are selected from its parents.
Keep breeding until you get a 3IV Eevee baby (You can check IVs in Kiloude city). If it is male, swap it out for the lucario and keep hatching until you land a female. If it is female (unlikely as Eevee have a 1:8 gender ratio) then start breeding it with another Lucario, this one with different IVs (We just did HP, Def, and Speed, and you don't need Attack, so you can do Spc.A, Spc.D and Speed) Make sure your Eevee is still holding its Everstone. Now get to breeding. Now you could hatch your pentaperfect (5IVs, missing Attack, which isn't important) Eevee at this stage, but it's unlikely, about a 1/70 chance. You will, however, hatch some 4IV Eevees. Making sure you match up the IVs so that you cover the five you need, you can pair up 4 and 3 IV Eevees or ideally 4 and 4 IV Eevees. Just keep breeding and checking and you'll eventually get your perfect Jolteon.
