At any rate, Evasion is not banned for being overpowered, hard to counter or centralizing, but for being really annoying and being a strategy that just abuses luck. Plus nearly everything that can handle evasion (Taunt, phazing, haze) can be stopped with taunt, so you could potentially have stupid shit like Sableye with DT/Taunt/Recover/Wisp|Nightshade|Knock Off that, while not the greatest of sets, are still really irritating and hard to handle.
