No. Chesnaught is a pretty good Physical wall. Bulletproof is still useful for grabbing some clutch immunities, and having the Physical bulk to take advantage of resisting EdgeQuake and Knock Off is always useful.

Just keep it away from birds, extreme temperatures, and wizards.

If you aren't just talking competitive, it has a use as the only Scrappy False Swipe user. It only has Body Slam to cause paralysis though which will KO weaker mons and no access to sleep.

(Technically you can also use Mega Pinsir with its Aerilate False Swipes, but that just seems like such a waste)

A choice band set works pretty well in the lower tiers, I've used it in RU and it can 2HKO most of the tier and Parting Shot makes it a lot easier to set up sweepers (Mismagius goes well from my personal experience)

Choice Scarf T-tar which is also super slow came to be known as Tyranniboa during the Gen IV era and ruled the metagame for a while. So yes, Scarf on a slow poke is exactly what makes this set viable
