It's possible that they don't even possess genitals and share genetic information in some other way, and the gender assignments are based entirely on which one accepts DNA and which one gives it.
That's how I make sense of male Gardevoir and its ilk, they're behaviorally and physically as feminine as a female, they just can't create eggs themselves, only give genetic material.
