Although, to be honest, I've never understood what's with GF not creating a Poison-type legendary.
It's almost as if Gen I Team Rocket's main usage of Poison-types created a bad rep for the type itself.

no, that's dumb.

it should be Fighting/Grass, then Fighting/Steel, then Fighting/Rock.

it already learns some great Rock moves for Conk's STABs, and you can have something like, Timburr can learn Wood Hammer and Gurdurr can learn something from the move tutor.
but there isn't a good Steel STAB that makes sense for Gurdurr, Bullet Punch or Heavy Slam would have to do.
