It can't, actually. Lapras doesn't learn Mind Reader. The only mons that can (or could) learn both a OHKO move and a "never miss the next turn" status move are Articuno, Poliwrath in gen II and Smeargle.
Lapras can learn the most OHKO moves, tho.
